104 p Cd ; El derecho a la vivienda digna ha sido protegido a nivel mundial por la connotación e influencia en la vida diaria de los seres humanos, por tal razón, es de permanente vigilancia por la Organización de las Naciones Unidas y los Estados Parte. En Colombia, es protegido por la Constitución Política, normas sobre implementación y regulación de subsidios de vivienda y con la expedición de la ley 1537 de 2012 mediante la estructuración y establecimiento de los lineamientos de la política de vivienda. La investigación tiene como propósito analizar los lineamientos de la política de vivienda en el desarrollo de programas de vivienda de interés prioritario en el Municipio de Bucaramanga, desde la entrada en vigencia de la ley 1537 de 2012 hasta el año 2017, iniciando con el estudio del derecho a la vivienda digna en el marco de los postulados de la Organización de Naciones Unidas y de la Corte Constitucional de Colombia. Posteriormente, la investigación se encauza en la identificación de los principales programas desarrollados en el marco de la política pública de vivienda a nivel nacional y el desarrollo de programas de vivienda de interés prioritario en el Municipio de Bucaramanga, revisando el cumplimiento de los lineamientos establecidos en la ley 1537 de 2012, aplicados a los proyectos de vivienda gratuita: Campo Madrid, La Inmaculada; y los proyectos de vivienda de interés prioritario para ahorradores (VIPA): Reserva de la Inmaculada y Norte Club. ; The right to decent housing has been protected worldwide by the connotation and influence in the daily life of human beings, for this reason, it is of permanent surveillance by the United Nations Organization and the States Parties. In Colombia, the Political Constitution protects it, norms on implementation and regulation of housing subsidies and with the issuance of Law 1537 of 2012 through the structuring and establishment of housing policy guidelines. The investigation has as its purpose is to analyze the guidelines of housing politics in the development of housing programs of priority interest in the Municipality of Bucaramanga, since the entry into force of law 1537 of 2012 until 2017, beginning with the study of the right to decent housing within the framework of the postulates of the United Nations Organization and the Colombian Constitution Court. This study proposes construction of a synthetic indicator to measure progress toward the objective of economic and social cohesion among the regions of Spain, Greece, Ireland and Portugal within the framework of European Community Regional Policy and the spatial disparities among these countries. Our aim is to integrate, in a single indicator, a large number of variables defined by the European Commission to monitor improvements in regional development, classified according to the objectives of the Europe 2020 Strategy to promote smart, sustainable and inclusive growth. To achieve this goal, we use the Pena distance method for the year 2013.

AbstractThe neoclassical ideal has defended the idea that markets, in a context of limited regulation, reach an optimal equilibrium automatically. We analyze this assertion in an applied manner with a case study of the emerging online market of intermediation of tourist apartments. The lack of regulation in this market causes many social and economic impacts on local communities, which can jeopardize the survival of the activity. We conclude that an analysis of markets that considers only prices results in a limited view. All externalities and their effects on the population must be taken into account, as well as the interests of the individuals involved, apart from profit‐making.

Tourism destination competitiveness is a multidimensional concept that is widely studied in the academic literature, but multiple factors make its measurement a difficult task. In this article, we design a synthetic index to rank the 80 countries that attract the majority of international tourists by level of tourism competitiveness. In order to do this, we use all of the simple variables included in the 2017 Travel & Tourism Competitiveness Index, proposing a new methodology for the construction of this synthetic index, which it solves the problems of aggregation of variables expressed in different measures, arbitrary weighting and duplicity of information; issues that remain unresolved by the TTCI. Likewise, we analyse the most influential dimensions in tourism competitiveness. The concentration of tourists at certain times of the year can damage sensitive environments. The use of peer-to-peer vacation rental websites has increased greatly during the last decade. This system could either reduce seasonality in touristic destinations where the tourist activity takes place throughout the year at a lower price or on the contrary, it could increase the number of visitors at certain times of the year even more. This paper intends to analyze the effect that these platforms have on tourism seasonality in order to calculate if they help reduce or increase the pressure on the destinations. To do so, the Gini Index has been applied to one of the main touristic spots in Europe, the Balearic Islands in Spain. Tourism has established itself as an instrument that supports the sustainable development of rural destinations and has both, negative and positive effects. The annual instability of the flow of visitors, known as tourist seasonality, contributes to the intensification of some of these negative effects. In this work, we perform an analysis on the evolution of the seasonality intensity during the process of consolidation of the Spanish rural destinations, designed to improve the knowledge about the tourist activity's capacity to generate a sustainable development alternative steady throughout the year. To guarantee an accurate measurement, we propose the use of a synthetic indicator as a methodological innovation, such as the Method of Distance Pena DP2, that brings together the supply and demand variables. We can observe that tourist seasonality is restrained in smaller destinations that experience a growth in terms of tourists' arrivals, so it is associated with the early stages of the consolidation process. However, the destinations with a lower seasonality level do not match with those that welcome a larger number of visitors. Those destinations with the potential to obtain more benefits because of their level of consolidation do not have the necessary annual stability to provide employment and income in a steady way throughout the year. ; The authors would like to thank the financial support provided by the Government of Spain (ECO2013-44879-R) and the Regional Government of Andalucía (SEJ-393).
